Hours of operation are:

8:00am – 3:00 pm for Police Clearance and Reports.

Police Clearance

 

Q: What is a Police Clearance?


A: A GPD Police Clearance is a document issued by the GPD Records & ID Section that will reflect if you have a record of criminal conviction (s) subject to Guam law.

 

 

Q: How do I obtain a Police Clearance?


A: Bring your valid photo ID to the GPD Records & ID Section, ITC Building 1st floor, Suite 131, between the hours of 8:00 a.m. to 3:00 p.m., Monday thru Friday. The cost is $15.00 and $1.00 per extra copy (cash, credit or check payable to "TREASURE OF GUAM").

 

Q: How do I obtain a Police Clearance for another person?


A:  Bring your valid photo ID, with a NOTARIZED letter of authorization for release of information (FOR GPD POLICE CLEARANCES from the person who requires the police clearance) with the person's following information on the NOTARIZED document:

1. Complete name, including aliases/nicknames and other names used.
2. SSN
3. Date of Birth (must be 18 years or older).
4. A copy of a valid U.S. Federal/State Government issued photo ID; e.g. driver's license, U.S. passport.

Q: How do I obtain a Police Clearance if I am not on Guam?


A. Submit a NOTARIZED letter of authorization for release of information with a self-addressed, stamped envelope to the following address:

1. Complete name, including aliases/nicknames and other names used.

5. Payment of $15.00 in the form of U.S. Money Order or U.S. Cashier's Check payable to the "Treasurer of Guam".
6. Your email address.

Crash Reports



Q: How do I obtain a copy of my crash report?

A: To obtain a crash report: The drivers, owner, or passengers must present a valid photo ID; with the case number; and a payment of $26.00 (cash, credit or check payable to "TREASURE OF GUAM").

NOTE: Should the driver, owner, or passenger be unable to retrieve the crash report, a notarized authorization can be issued for another adult to retrieve the report. The adult must present a valid photo ID. If the registered owner is not listed on the report, the owner must present the ownership papers of the vehicle for verification upon requesting the report.

Firearms ID



Q: How do I register my firearm?


A: If you purchased your firearm on island
Present the Bill of Sale; AND
Your firearms ID; AND
A safety inspection form issued by GPD Armory; AND
Payment of $49.00 (Cash or On-Island Check includes $9.00 Inspection Fee payable to "TREASURE OF GUAM") per firearm
AND
If your firearm was purchased off-island:
Present the Bill of Landing from your movers; OR Bill of Sale; OR Certificate of Ownership;OR Notarized documentation containing description of firearm AND
Customs declaration form; AND
Your valid firearms ID; AND
A safety inspection form issued by GPD Armory; AND
Payment of $49.00 (Cash or On-Island Check includes $9.00 Inspection Fee payable to "TREASURE OF GUAM") per firearm
Please note: If you are a member of the U.S. Armed Services or Department of Defense civilian, an official certified copy of your transfer orders verifying ownership or a sworn affidavit certifying ownership from your command’s legal office may be used in lieu of a Certificate of Ownership or sales receipt.


If you are having a firearm transferred:
Present the original firearm registration; AND
Your valid firearms ID card; AND
A safety inspection form issued by GPD Armory; AND
Payment of $49.00 (Cash or On-Island Check includes $9.00 Inspection Fee payable to "TREASURE OF GUAM") per firearm
Both parties must be present at the Armory Section to conduct the transfer.


Transfer of firearm requires current owner to indicate the transfer of the firearm to the new owner in the presence of an authorized Armory personnel.


NOTE: Upon completion of your firearm at the GPD Armory, DO NOT bring your firearms into the Records & ID section.

Boat Registration




Q: What are the boating registration requirements?


A: All vessels are required to carry a current registration card in the current owners name at all times when on Guam water with the following exceptions:


Covered by a certificate of number in full force and effect which has been issued to it pursuant to Federal Law or federally approved numbering system of the United States provided that such vessel shall not be used on the waters of this Territory (Guam) for a period in excess of sixty (60) consecutive days.


From a country other than the United States, provided that such vessel shall not be used on the waters of this Territory (Guam) for a period in excess of sixty (60) consecutive days.


A vessel whose owner is the United States, a state or a subdivision thereof, used exclusively in the public service and which is clearly identifiable as such


A vessel’s lifeboat if the boat is used sole for lifesaving purposes. This exemption does not include dinghies, tenders, speedboats, or other types of craft carried aboard vessels and used for purposes other than lifesaving.


A vessel belonging to a class of boats which has been exempted from numbering by the Guam Police Department after said Department has found that (1) the number of such class will not materially aid in their identification and (2) an agency of the Federal government has a numbering system applicable to the call of vessels to which the vessel in question belongs, or (3) the vessel would also be exempt from numbering if it were subject to the Federal law.


Documented by the United States Coast Guard or a Federal agency successor thereto.


When operating temporarily by virtue of evidence that a recent application for a certificate of number has been submitted.


NOTE: The purchaser of all or any part of the interest in any vessel that has a Guam registration number has seven (7) days to apply for a new registration/title. The registration is VOID upon sale of the vessel regardless of the expiration date on the registration card.


Q: What are the boating registration requirements for New/Renewal/Transfer?


A: Documents required for registration/title transfer:


The original “Certificate of Boat Title” signed on the back portion by the owner(s) listed on the front OR
A notarized “Bill of Sale” signed by the owner listed on the Title/Registration with the following information


GU Number


HID (Hull Identification Number)


Model year of vessel


Make/Model


Hull Material


Propulsion type


Vessel Length


Outboard motor(s) horse power and serial number(s)


Color of vessel


Registration cost for new, transfer or renewal is $45.00 (cash or on-island check payable to "TREASURE OF GUAM").

Registrations are renewed annually.


B: Owner Identification Authorized (33CFR Part 174)


174.17 Collect required owner identifiers. (Owner's tax I.D. No., date of birth together with the driver's license number, or date of birth with other unique number.

    a. Date of Birth (DOB) with Driver's License; or
    b. Date of Birth (DOB) with Unique Number


HIN Verification Authorized (33 CFR Part 174)

174.16 Issuing Authority must verify that the owner of a vessel that is issued a State assigned HIN has permanently affixed the assigned HIN to the vessel in compliance with 33 CFR Part 181., subpart C

1. Pencil Tracing (*Have customer acknowledge and sign off on photo submitted)
2. Digital Picture/Photo (*Have customer acknowledge and sign off on photo submitted)
3. A Physical inspection by a State Official (includes HIN, make, model, year, hull material, propulsion,
    length, and boat registration number)
